Convert CHI::Driver::Memcached from Moose to Moo, lining it up with CHI itself and most of the CHI::Driver's.

Expected outcomes

The student would rework CHI::Driver::Memcached to use Moo and MooX alternatives to Moose, a final version would pass all the tests and be ready for relase to the CPAN.
