In Augutst 16 2013, KB2863058 added a new timezone in Windows 7, then std.datetime unittest raises an error.

The timezone was released in January 2013 through KB2794119.

This change will fix http://d.puremagic.com/issues/show_bug.cgi?id=10161

I'd merge this, but I'd prefer to wait until it's had a chance to run on Win64 first, and that auto tester seems to have been most (all?) of the day today.
