Implementing the user input sandbox upload into the user sandbox cache component through the CRABServerInterface.

Note that the line
{{{configArguments['ProcessingVersion'] = self.config.Data.processingVersion }}}
is a blocker for 3.0.0a and should be added to a patch version if we expect people to be able to test 3.0.0a
