What components manage these states?

spiga: I'd say this is going to be a bit more clear now that we are rewriting the monitoring stuff. At least for what matter the FTS bit.

spiga: New monitoring is providing the global view we need. I close this. Upcoming tests will allow to open more specific ticket if needed.
