We always override build steps. It means no function from go plugin is used. Use make plugin if we use upstream makefile. Then remove make from build-packages. Remove the workaround in buildx which is caused by go plugin. Signed-off-by: Shengjing Zhu <shengjing.zhu@canonical.com>
