Working with Cloud SQL instances with only a private IP

One of the biggest vectors for security breaches is having a database with a public IP address. Therefore understanding how to work with Google Cloud SQL instances that only have a private IP is critical. This repo is intended to be a place where we can provide patterns for setting up various Google Cloud services and access patterns.
