Re-added the change to make the dsp remaining block count zero-based. Fixes Dream Mix TV World Fighters.

Harvest Moon: Magical Melody and Pokemon Snap (VC) should be retested with this change.

This makes Harvest Moon: Magical Melody sound better, Pokemon Snap still works fine. Doesn't distort the instruments in Skies of Arcadia Legends (had to check!) I checked Final Fantasy Crystal Chronicles as well, since it's one of the games that were affected by the Pokemon Snap fix.

Is there anything else that should be tested, let me know.
