We now require OpenGL ES 3.0 minimum to run, this is the sane default.

If ARMv8 is shown as a supported platform, have the AArch64 recompiler core be the default CPU core.
If Android is built without the AArch64 JNI file, it will only show the ARMv7 core.
Changes the default renderer to GL to be sane.
We also no longer need a default configuration file shipping inside of the apk.
