dolt dumps with dolt_procedures, dolt_schema_fragments tables cannot be imported

We prevent users from creating tables that begin with the dolt_ reserved namespace. This prevents dumps that contain these tables from being imported.

We need to inspect the table being created, and allow it if the schema provided matches the reserved table's definition.
