Pelorus Operator development improvements

We want to to add links to Pelorus Operator form view options description (scripts/pelorus-operator-patches/07_spec_description.diff file description keys), but each time we make a release in Pelorus repo, we would need to change them. Editing diff files is not easy.

Requirements:

• Automate process of updating links when a release is created in the repository.
• Automate process of getting descriptions to each field (get them from the docs folder).
• Have an easier way to develop changes to operator (without diff files)
