  4. Add a configurable "Startup Verbosity" setting 

    [dosbox]
startup_verbosity = high # medium, low, quiet, auto

Also adds a GetStartupVerbosity() getter to the control class,
so we can query this from various places.

This commit is dormant though - no code uses it.
