tested and found bug in 3.7.1 and 4.0

Easy to reproduce:

  1. Create generic content in English and spanish
  2. Add that same content to the home page and the about us page
  3. Run default site search index choosing both english and spanish
  4. Use the site search "search" tab to search for a word from your SPANISH content

BUG: only the index page will be returned as having the content on the page because site search is not respecting the default language fall thru for pages.
