The application fails trying to apply a valid license pack in Oracle #21128

Describe the bug
An exception is thrown when a license pack is uploaded and the license is never applied. This is the log: https://gist.github.com/nollymar/56adc4766aefbb95c569c8b7ca0e8ed6

To Reproduce
Steps to reproduce the behavior:

  1. Start a fresh install using Oracle and empty starter. Make sure you don't have a license.dot under dotsecure/license
  2. With the server up try to upload a license.zip

Expected behavior
The license pack should be uploaded and applied succesfully

I tested on the release-21.06LTS and I'm able to reproduce the same problem, then maybe we have some time with this problem.

Fixed, after the fix #21119 now we are able to start and apply the license using oracle without problems
