Need a user friendly error message when you try to add some portlet twice to a custom content tool

Related to #21797 and #21788

The current message is showing the layout_id and also the contenTool_id in the error, we need show names instead IDs at front end and how the id in the log for developers

Tested on release-22.06 // Docker // FF

the message displayed comes from the BE endpoint, the dialog in the UI only prints it as is
