User Story

As a developer, I want to have a basic example of a tiptap functionality extension to add blocks to the block editor

Acceptance Criteria

• Add a button to the editor and when user clicks it will be added the hello-worldthe hello-world block to the editor
• Create a command to insert the block
• Use tiptap extension to write this functionality
