Required field "Target" is ignored by system

Required field "Target" is being ignored by the system when you create or modify a link.

To reproduce:
1- Login with admin
2- Go to Site Browser > Links
3- Create a new link or modify an existing one.
4- If you add a value in "Target" drop down and then delete the value, you will see that it's a required field but you still can save the link without that value

No error in the logs
