@tdykstra I'm combining Troubleshoot ASP.NET Core on Azure App Service and IIS and Common error troubleshooting for Azure App Service and IIS with ASP.NET Core into one topic. If you've got an error on Azure or IIS, you don't want to hunt in two topics. This is just combining the topic. In another PR I'll start cleaning up.

Since you're not doing the cleanup work yet I didn't go through the text very closely, just the redirects and link deletions/changes.
