We're temporarily switching to Windows.Amd64.Server2022.Open in 'main' and 'release/6.0' so that the lack of a Windows.11.Amd64.ClientPre queue doesn't break internal PRs for dependency updates of 'release/6.0' or manual builds of that branch or 'main'. This will not be an issue once a https://github.com/dotnet/core-eng/issues/15288 fix is rolled out (next week).

Revert relevant commits on the 12th or the 13th.
