This time because a file was inaccessible. Something from "Visual Studio 2017" .... Again, no proper debug message.

It's now in pre-release version, will be released next Monday.
You can try the pre-release version by:

nuget install docfx.console -Version 2.19.0-alpha-0677-ga817d63 -Source https://www.myget.org/F/docfx-dev/api/v3/index.json

docfx.exe is under docfx.console.2.19.0-alpha-0677-ga817d63\tools folder.
