We need doc/s in the repo that say what kind of changes we are interested in for each package -- we have CONTRIBUTING.md but it's mostly about mechanics.

This could be an overall ROADMAP.md saying where we plan to take packages. No doubt it will vary by package, but the individual package README.md probably aren't the right places as they go into the packages. We could however follow this pattern in dotnet/runtime

This will help encourage larger contributions, and discourage contributions that we wouldn't take.
