Remove netcoreapp2.0 test TFMs #907

.NET Core 2.0 reached EOL last year. This removes multi-targeting our test projects and test assets to only use .NET Core 2.1 and .NET Framework 4.6.1.

Resolves https://github.com/aspnet/AspNetCore-Internal/issues/803

FYI @HaoK this should cut down Helix test payloads by 30% or so.

Complete build + test on CI in 4 minutes, 6 min for Windows. Spicy.
