Fix Legacy Control Gallery so it's an equally runnable state that it was for Xamarin.Forms

Related to #11232

We want to be able to run the Legacy Gallery in full form so we can possibly run with Appium and run tests manually to:

• validate the authenticity of the test
• move the test over to our new UI test runners or device runners
• log appropriate issues

Notes

Currently around 144 of the UWP tests are marked as ignored with [UwpIgnore]. We marked them with [UWPIgnore] as were base lining our UWP tests for automated tests runs and didn't get a chance to revisit these failures. Plus none of the Shell tests were running against UWP in Xamarin.Forms.

We've moved this issue to the Backlog milestone. This means that it is not going to be worked on for the coming release. We will reassess the backlog following the current release and consider this item at that time.
