Introduce new projects to get rid of the Xamarin.UITest dependency

This will also make the UITests faster on average and reduce the time needed to run the Catalyst tests by roughly half:

Old Catalyst Run on CI:
Total tests: 87
     Passed: 68
    Skipped: 19
 Total time: 1.3021 Hours

New Catalyst Run on CI:
Total tests: 88
     Passed: 68
    Skipped: 20
 Total time: 35.4031 Minutes
