Add prIssueManagement.yml to onboard repo to GitOps.ResourceManagement as FabricBot replacement

I think this is fine. I scanned through the YML and it seemed to have ported things over as expected (though I think there could be fewer rules now because some features might no longer be supported - but it is what it is).
