Moved in Utils.cs from Horton.
Configured NuGet package restore. Removed unneeded config file.
Added TestInput/ and References/ to .gitignore

Migration to use Microsoft.WindowsAzure.Storage 4.2 and Microsoft.WindowsAzure.Configuration 2.0.3 started by @veikkoeeva and @gabikliot. This passes our distributed reliability and load tests now.
