[Dependencies] Updating Event Hubs SDK

Summary

The focus of these changes is to update the Event Hubs and Azure.Core package references. The currently referenced versions are roughly ~8 months old, during which time each has received a number of improvements. The current generation of Azure SDKs has a strong commitment to avoid breaking changes; there should be no cascading changes needed.

I would advocate for updating Azure.Storage.Blobs to v12.10.0 and Azure.Storage.Queues to v12.8.0 as well. I'm happy to include them here, if there is interest in doing so.

Will do; I'll wait for this to close out and then bump the storage packages to avoid introducing the Azure.Core bump twice.
