Intellisense does not show signature for nested function call

Issue Description

When entering the parentheses for a nested function call, the intellisense popup will not show the parameters required.

Steps to Reproduce

Use something like this:

class Foo {
  public Foo(int showMe) {}

  public static void Do(Foo foo) {
    Do(new Foo( // <-- cursor here
  }
}

It won't show the showMe parameter in the popup.

Expected Behavior

See parameters for nested function.

Like this, you can see showMe:

Actual Behavior

See parameters for outer function.

Looks like even if the old signature help is dismissed it will never show the signature help for the nested call

Almost certainly a server side bug.

Does this being a server bug mean that it needs to be reported elsewhere? It's quite a bothersome issue.
