configure changes to allow building on 64 bit linux with recent gcc

The 64bit changes are based on the 1.4.x changes in commit a410ce7.
The compile change uses '-fpermissive' to prevent errors with
certain C++ usage that are deprecated in modern C++.

configure files were regenerated by running 'reconf.sh'.
