Multitrack Overlap

Is there a way to combine two tracks into one so that they overlap? Something like this: http://naomiaro.github.io/waveform-playlist/web-audio-editor.html in how the audio tracks are able to overlap at specific intervals. I've been searching around and I have not been able to find any other alternatives. All the other alternatives like:

• https://github.com/goldfire/howler.js

seem to be made for the web. I also tried looking for APIs that would support it.
