Change name to fit base16 conventions #3

We should follow the base16-scheme conventions.
https://github.com/chriskempson/base16#scheme-repositories

Therefore we should rename the repo to base16-dracula-scheme. Otherwise, the theme will be rejected by the base16 repository. See https://github.com/chriskempson/base16-schemes-source/pull/23

But this would violate the naming conventions of the dracula project.
