feat(zfcp): finally remove zfcp handling consolidated in s390-tools

This final cleanup is based on the assumption that users have migrated their old deprecated persistent config with the help of s390utils zfcpconfmigrate.sh, potentially invoked by a distribution upgrade. Signed-off-by: Steffen Maier <maier@linux.ibm.com>
