Cleaning up the regex for tags to support pre-releases such as the v1.4.0+testnet we just released.
Adding a manual trigger to the deploy tagged image workflow and making it auto-published tags too.
Removing the major / minor args we were passing as Env var to the Makefile previously since these are now hardcoded as per Set version in source instead of injecting via ldflags #956
