The "Notes" section in the README.md were purely for helping myself and other developers with working in this environment whilst in development (eg so i dont forget how to login into the postgres container).

Move those markdown blocks into a DEV.md file, as it shouldn't be in the README anyways

The DEV.md file needs to be created as it doesn't currently exist
