Add config template/skeleton feature for companies to define their own skeleton

Build a template/skeleton feature where a user could provide via the command line a URL to a template/skeleton to use to aid in getting sane default config values for their environment. For example Acme Inc. could have one and that could have all the defaults for their openstack configuration minus the username, password stuff.

This would potentially aid their ability to get their developers up and running with this much quicker within their custom environment.
