As a dribdat user I want to recommend certain tools, bootstraps, data repositories, or projects from previous hackathons. I want to be able to highlight a project, promoting it to event participants in the Information page, or as a direct recommendation to teams on their project pages. I need to be able to give it my recommendation for a progress level (so it appears at all events) or category (which may be event-specific). I may want to leave a feedback comment when I do this, and for this to be seen on the project page.

This has been partially achieved in the above PR: projects can be referenced in a "Resource Event".

Using the Resources, I should be able to specify that my project is a Fork of another.

Additionally, I would like to annotate my reference with an evaluation. This could even be a questionnaire, or based on some kind of automatic process.
