The RLBot match process should be continuous and start matches on command

Originally I wanted to close the RLBot process after each match, but it turns out that will mess with the current OBS overlay script, since RLBot.exe is shut down every time as well.

Instead the RLBot match process should keep running and be able to receive matches from Cleo, which it should start. We can achieve this by modifying the run.py file used to run matches and maybe a socket connection between the two.
