winrar should use Get-UICulture #68

I reported this problem in version 5.20 and it was fixed in 5.20.1, but has since been broken again.

The install script uses Get-Culture while it should use Get-UICulture.

If you have a Windows install with Culture NL-BE and UI-Culture EN-US the Get-Culture command will return Nl as the OS language, while it should in fact be En. The Get-UICulture command returns the correct language.
