We could set up a workflow to populate articles whenever https://github.com/dtinit/portability-articles changes

We can use the playwright tests to verify everything works with in a test db before actually updating production.

It probably also makes sense to populate when deploying. For example, #80 added a table that needed to be populated right away. Made this change
