Ensure = works with build metadata

Right now,

 // this works
 "= 1.2.3-alpha".parse::<VersionReq>().unwrap();
 // this doesn't    
 "= 1.2.3+250".parse::<VersionReq>().unwrap();

We should support build metadata in the exact same way as we do prereleases.
