I need to ensure that the boto version is correct to avoid issues like #421

I need to ensure that the data has been collected and collected using the latest version. To do this, at collection time, I should write a file like cloudmapper.json to record the version of CloudMapper, date of collection, and errors in collection. Then subsequent commands should check this. This should help detect and avoid issues like #420
