Add operation phase for verifying database consistency #4671

The step that checks the consistency of the local database can take a very long time for backups with a large number of filesets (see issue #4664). It would be useful to add an operation phase for this so that we can notify the user of this step in the progress bar.

The verify consistency step can take some time. Add a separate step for it, because otherwise starting backup is shown which can be confusing.
