Add refiner constraint

For the purposes of selecting recipes (in the Recipe Finder), and possibly also display (in the Item Explorer), allow the user to constrain the available refiners. In particular, if a Portable Refiner is the only one available, take into account fuel costs and if possible, and the limited number of inputs.
