{toolchain} iimkl/2018a + Python 3.6.4 installed with iimkl/2018a #6092

These are example easyconfigs for the iimkl toolchain, built along the same lines as the golf toolchain.
This depends on easybuilders/easybuild-easyblocks#1393 so imkl can install without trying to compile fftw_cdft wrappers.

This Python is identical to Python-3.6.4-intel-2018a.eb except for
mpi4py, that is no MPI support.

test_dep_versions_per_toolchain_generation to be specific.

@bartoldeman This needs a sync with develop because of updates in the tests...

@bartoldeman Can you deal with the conflict? If I remember correctly we don't have write access to that repo...

@bartoldeman Python takes forever to build, gets stuck in ./python -m test.regrtest --pgo

Please add optimized = False to disable building with PGO, that doesn't seem to be working well when installing Python 3.6.4 with Intel compilers...

We've updated the Python easyblock to only use --enable-optimizations automatically when building with GCC in easybuilders/easybuild-easyblocks#2228, so this should be good to go now?

I'll re-review + test...

@bartoldeman generoso is CentOS 8, this toolchain is too old to work there...
