Align chectl telemetry with red hat devtools requirements

Describe the solution you'd like

In order to know when someone is using chectl and other app from devtools, chectl should meet some requirements:

• Use Red Hat anonymousID. A good example can be found here: https://github.com/redhat-developer/vscode-commons/blob/master/src/utils/uuid.ts
• Add to cli confirmation a link to RH privacy statement
• A link to how to obtain out the data collection
• Add to telemetry country from where chectl was executed
• Collect Eclipse Che version
• Try to figure out how to get the rate of failure commands. Can be usefull to figure out where our commands fail and how offen
