Setup new authentication/authorization in Che on Openshift with Openshift OAuth and DevWorkspaces.

Describe the solution you'd like

In #19358 we did POC of new authentication and authorization for Che. Now we need to bring it into the Che.

Goal of this task is to identify places in Che we need to update to make the new auth working and communicate these with appropriate teams. The result should be set of issues and plan for implementation.

❗ The current authentication/authorization flow with Keycloak must keep working.
