Describe the bug

[UD] The ability to update a running devworkspace is broken.

Che version

next (development version)

Steps to reproduce

  1. Create a new devworkspace.
  2. Do some changes (e.g. change an image in the conteiner) in the devfile editor and pres 'save' button.
  3. Workspace is restarting immediately after saving changes.

Expected behavior

Show a message that these changes are going to be applied on the next start.
