Workaround:
Help -> Install New Software... -> use http://eclipse-color-theme.github.io/update as the update site.

The plugin hosted on on http://eclipse-color.theme.github.io/update is from 2015, version 1.0.0.201410260308, and does not show itself within 4.23.0 (2022-03).
