fix: use correct Regex when parsing DID #3845

What this PR changes/adds

This PR fixes the Regex we use to parse DIDs. Previously, in a DID "did:web:foobar#key-1"the key-id would have been extracted as""#key-1", where now it is "key-1" without the pound sign.

Why it does that

Would have caused a bug when matching verification methods

Further notes

List other areas of code that have changed but are not necessarily linked to the main feature. This could be method
signature changes, package declarations, bugs that were encountered and were fixed inline, etc.
