Rename graph_enable_gcc7_cmd build specs property to graph_enable_compiler_cmd. Update graph_enable_compiler_cmd in the AIX build specs to set XL C/C++ 13.1.3 as the default compiler. Update copyright. Signed-off-by: Violeta Sebe <vsebe@ca.ibm.com>
