  1. Use IOUtils.readFully() to accommodate other lagging JCL levels 

    IOUtils.readAllBytes(is) is equivalent to IOUtils.readFully(is,
Integer.MAX_VALUE, false) which is available in current and earlier
IOUtils versions.
